Case Report

Case report is a detailed description on rare diseases, novel occurrences, unusual indication or symptoms of a disease, unreported studies or unexpected events observed in a patient during the course of treatment. The study should highlight and report new cases in diagnosis of emerging diseases or specify variations and associations with new diseases. Case report should contain educational values and emphasize on the need of amendments to usual practices and approaches in the field. Case reports should comprise different findings with updated review on previous cases and investigation in the field. There should not be any preventive and therapeutic intrusions in the Case reports from the findings since they need more confirmed evidences.

Commentary is short account commissioned by the Editorial board and call for attention on the current issues confined to a particular subject area while sometimes unsolicited articles are accepted from contemporary scientists or experts in the field. The context is to analyze the issues of interest to readers or a discussion on current research and recently published articles in the Journal. Commentaries may also include editorial opinion relevant to scope of the Journal and discuss external implications such as new technology, grant applications, peer reviewing process on research.

Correspondence Article

Correspondence article is letter addressed to the Editor with a short comment on topical issues or reader’s reaction corresponding to an informal publication previously published in the journal. Usually correspondences will not be peer reviewed and should not contain technical comments on research articles or principal research data.

Short Report

Short report is a helpful description on particular area of research confirming the results from previously published articles. The presentation should be in a way of extension to the previous research work with confirmatory results and evidences on negative results, clinical studies or even patients from a same family. Short report should provide the advancement in control to previous work. The basis and motivation for the work submitted as short report should be acknowledged.

Authors who submit their papers for publication by Review of Educational Theory agree to have the CC BY-NC 4.0 license applied to their work, and that anyone is allowed to reuse the article or part of it free of charge for non-commercial use. As long as you follow the license terms and original source is properly cited, anyone may copy, redistribute the material in any medium or format, remix, transform, and build upon the material.

License Policy for Reuse of Third-Party Materials

If a manuscript submitted to the journal contains the materials which are held in copyright by a third-party, authors are responsible for obtaining permissions from the copyright holder to reuse or republish any previously published figures, illustrations, charts, tables, photographs, and text excerpts, etc. When submitting a manuscript, official written proof of permission must be provided and clearly stated in the cover letter.
The editorial office of the journal has the right to reject/retract articles that reuse third-party materials without permission.

Journal Policies on Data Sharing

We encourage authors to share articles published in our journal to other data platforms, but only if it is noted that it has been published in this journal.


Peer Review Process

All manuscripts submitted to Review of Educational Theory will follow a rigorous double-blind peer review process, where reviewers and authors remain anonymous throughout the process and the peer review  comments will not be published.

1. New manuscripts will first be reviewed by the in-house editor to check whether the manuscripts conform to the scope and the ethical policies of the journal and whether there is plagiarism. Manuscripts that do not conform to the journal’s ethical policies and standards will be rejected directly. Manuscripts that passed the checking will proceed to the next stage.

2. For manuscripts that have been preliminarily reviewed, editors will assign them to experts in the corresponding research field for review. Reviewers are selected from editorial board members or external reviewers. Reviewers should not work at the same institution as any of the authors, or have recently (e.g. within the past 3 years) served as a mentor, close collaborators or joint grant holders.

If a submission contains supplementary materials, the reviewers are also required to evaluate them at the same level as the content of the main manuscript.

3.The Editor-in-Chief or the academic editor designated by the Editor-in-Chief will make a final decision based on the comments(at least 2 per manuscript) of the reviewers:
Accepted, Revisions Required, Resubmit for Review or Rejected

-If the decision is Accepted, the editorial office will directly send the acceptance letter and arrange for the further processing for publication;

-If the decision is Revisions Required, the author should revise and resubmit the manuscript within 7-14 days;

-If the decision is Resubmit for Review, the author will have more time to revise and resubmit for the second round of review until the manuscript is accepted;

-If the decision is Rejected, the in-house editor will directly inform the author of the final decision and archive submission.

Note: Authors may appeal for a rejected submission. The appeal must be made by letter to and attach the detailed reasons for the appeal and the point-by-point reply to the reviewers’ comments. The decision of appeal will be given by the Editor-in-Chief or editorial board of the journal according to the relevant information of the article. Decisions on appeals are final without exception.

For all manuscripts accepted for publication, the peer review process will be deemed to be completed. The manuscript will proceed to be copyedited, layout edited and proofread before being published online.


Editorial Policies

1. Editors adhere to the principles of independence and integrity and strictly abide by COPE's Core practices in the decision-making process, so as to strive for the publication and quality of manuscripts to meet the ethical standards.

2. All manuscripts submitted to Review of Educational Theory are subject to rigorous peer review.

-Before peer review, manuscripts will be screened to examine the readability, novelty and relevance to the focus and scope of the journal.
-The editor shall maintain the fairness and impartiality of the review. Each manuscript shall be reviewed by at least two reviewers. Whether the manuscript is accepted by the journal will be decided by the Editor-in-Chief or the academic editor designated by the Editor-in-Chief in combination with the reviewer’s comments.

3. Any manuscript submitted to Review of Educational Theory is confidential. The manuscript will not be disclosed to anyone except the editorial staff, reviewers, editors and other individuals who participate in the preliminary review, peer review, handling and responsible for publication of the manuscript (if accepted).

4. Editors shall not participate in all the processing of articles in which they have an interest.

5. We ensure that the commercial behavior of the journal will not affect the editorial decision, and firmly adhere to the principles of independence and integrity.



Each author should make substantial contributions to the conception or design of the article, including but not limited to the acquisition, analysis or interpretation of data, drafting of the manuscript or the substantial modification. In addition to reviewing the final manuscript before submission, all authors should have a voice in the final approval of the forthcoming version.

Individuals who do not meet the above requirements but have made valuable contributions to the article can be listed in the Acknowledgments of the manuscript.

The author’s contribution should be stated in the cover letter when submitting the manuscript.

Authorship Changes
Once the manuscript is submitted, it means that the authorship has been determined. If the authorship needs to be changed after submission, it shall be handled according to the following instruction:
-If the authorship needs to be added/deleted or the order of the author needs to be changed before the article is published, the corresponding author needs to explain the reason for the change to the editor by email and provide a statement that all authors agree to the change, and then the editor will handle it accordingly;
-If the authorship needs to be added/deleted or the order of the author needs to be changed after the article is published, the corresponding author needs to explain the reason for the change to the editor by email and provide a statement that all authors agree to the change. After the review of the editorial office the corresponding modification will be made and a correction notice will be issued.


Publication Frequency

The publication frequency of Review of Educational Theory is quarterly.


Conflict of Interest

All authors must disclose all relationships or interests in their manuscript any financial or other substantive conflict of interest that might have influenced the presented results or their interpretation.

Authors can disclose potential conflicts of interest via the online submission system during the submission process. Declarations regarding conflicts of interest can also be stated in the cover letter.A statement in the manuscript must include in a separate section “Conflicts of Interest” placed just before the reference list. The statement should reflect all the collected potential conflict of interest disclosures in the form. If authors who have nothing to declare are encouraged to add "No conflict of interest was reported by all authors" in this section.



The editorial team does not approve of any plagiarism attempts. iThenticate will be utilized at the editor’s discretion to verify the originality of submitted manuscripts. If plagiarism is detected during the review process the manuscript may be rejected pending the severity of plagiarism. Therefore, if a manuscript uses a text copied directly from another source, this text must be written in quotation marks and the original source must be cited.


Article Processing Charges (APC)

Review of Educational Theory is an Open Access Journal under Bilingual Publisher. All articles published in Review of Educational Theory are accessible electronically from the journal website without the need for subscription fees or other forms of payment from the readers. In order to ensure our content is freely available for the benefit of a wider audience while uncompromising our journal quality, an Article Processing Charge (APC) is applicable to all authors who wish to submit their articles to the journal. The APC is intended to cover the underlying costs of article processing, such as peer-review, copyediting, typesetting, publishing, content depositing and archiving processes. Those charges are applicable only to authors whose manuscripts have been successfully accepted after peer-review.

Reviewer Responsibilities

Peer reviews are conducted as a double-blind process via our Open Journal System (OJS). As an editor’s and/or reviewer’s comments will determine the acceptance or rejection of manuscripts, these comments play an important role in the peer-review process.

Reviews should be conducted in a fair and objective manner. Remarks and suggestions should not contain insults or criticism directed at the author as opposed to the manuscript.

The peer review should not be seen as an opportunity to appropriate the author’s ideas or data.

Reviewers are advised to adhere to the following:

  Conflicts of interest should be declared accordingly.

  Published works which are relevant and would value-add to the manuscript should be pointed out.

  Reviewers should not be distributed, shared, used or otherwise supplied to third parties prior to publication. Reviewed articles and their contents should be kept strictly confidential.

  Reviews should be objective; personal criticisms are to be avoided.

  Promptness in response; reviewers should inform Bilingual Publishing CO. should they be unable to take part in the peer review of a particular manuscript.

Publishing Ethics

The editors of Review of Educational Theory are responsible for ensuring the academic integrity of articles published in the journal, and any misconduct will be dealt with seriously. The misconduct includes (but is not limited to):
Falsification of research, data fabrication
Affiliation misrepresentation
Submit to multiple journals simultaneously
Breaches in copyright/use of third-party material without appropriate permissions
Undisclosed competing interests
Unethical research

Reviewers are responsible for identifying any potential misconduct during the review. If the reviewers, authors or readers find out that the description in the submitted article may constitute research misconduct or publication malpractice, please inform us via email( and we will deal with it promptly and appropriately according to the procedure set out in the COPE flowchart.

In cases of suspected misconduct and ethical violation, the Editorial Office will investigate the allegation. If the allegation is supported by evidence, the submitted manuscript in question will be declined for consideration in the journal and all authors will be informed in this regard. A retraction initiated by authors or by the journal is required to take place if the paper has already been published, and the retraction will be made public. Authors of the work in question will receive the Panel’s Decision via email and all appeals regarding the decision will have to be made to the Publisher at within 28 days of the decision date.

Withdrawal Policy

Withdrawal initiated by authors

-For manuscripts that are newly submitted but have not started peer review, the author should write to the editorial office to explain the reasons for withdrawal, and submit the consents document of all authors. Manuscripts may be considered for “Withdrawal”
-For manuscripts that have started or completed peer review but have not been officially published yet, the author should clearly explain the reasons for the withdrawal and submit the consents document of all authors. Only valid and reasonable reasons can be accepted given that editors and reviewers have spent a lot of time and energy in the manuscript processing.

After agreeing to withdraw the manuscript, the editorial office will send a withdrawal email to the author.

Review of Educational Theory thinks that the unethical and unreasonable reasons for withdrawal usually include:
1.Want to submit to a journal with a higher or lower impact factor. It is the author’s responsibility to review the background of the journal before submission.
2. After the peer review report is given, withdrawal of the manuscript on the ground of not knowing the Article Processing Charges (or unwilling to pay the Article Processing Charges). It is the author’s responsibility to understand the payment policy of the journal before submission.

Retraction to published articles

A Retraction notice will be issued if at any time it is found that there are infringements of publication ethics, such as multiple submissions, bogus claims of authorship, plagiarism, fraudulent use of data or any major misconduct. Occasionally a retraction can be used to correct errors in submission or publication. The main reason for retraction is to correct the mistake while preserving the integrity of science. The decision to issue a retraction for an article will be made in accordance with COPE guidelines

Standards for dealing with retractions have been developed by a number of library and scholarly bodies, and this practice has been adopted for article retraction by Review of Educational Theory:

- Add a “retracted” watermark to the published Version of Record of the article,

- Issue a separate retraction statement, titled ‘Retraction: [article title]’, that will be linked to the retracted article.

Authors should note that any amounts of paid Article Processing Charge will not be refunded if their accepted papers or Articles in Press are withdrawn on the grounds of academic misconducts and ethical violations in research and publication.

All major errors will be accompanied by a separate notice of correction and Review of Educational Theory will:
*Issue a separate notice of corrections electronically linked back to the corrected version.
Conversely, minor errors that do not affect the reliability of the academic content or the reader’s understanding of the academic content will no longer be notified separately for correction. We will add a footnote to the article to inform readers that the article has been corrected.

Expression of Concern
Review of Educational Theory will consider a concern detailing the focus and ongoing actions, if:
*Inconclusive evidence of author research or publication misconduct
*The results of this publication have not been completed and due to various complexities, the investigation will not be completed for a considerable period of time

All corrections, concerns and retractions are freely accessible at the time of posting.
